After having a half dozen reference photos rejected and blended photos rejected due to being a public figure, I finally got several reference photos blended to resemble Beyonce. I then blended these with the Colosseum photo and came up with something close.
I upscaled x 4 then used a different reference photo to make it look more like Beyonce.

I finally used Photoshop layers to maintain the better eyes of the approximation to Beyonce and brought her face forward.
